To skip duplicate phone validation clinic wide, first you select "Clinic Settings" 
Next you open the "Clinic Options" section:
The option you are looking for is at the very bottom of this section and is called "Allow duplicate client phone numbers":
Select that and you can now add duplicate phone numbers on different clients.
